Umm I would say as soon as they see a little hair coming out hahaha but if they want to have those hairy monkey. Legs pues it's okay as well

They should shave their legs as soon as hair starts 2 shows up...cuz hairy legs is a turn off.

I would say not until high school. Why in the world would a girl show off her legs in junior high or below? At least until maybe junior or senior year if she wants to.
