The U.S. says Manuel Zelaya was "foolish" for secretly returning to Honduras and hiding out in the Central American country's Brazilian embassy. In response to Zelaya's arrival, the interim Honduran government issued an emergency decree restricting civil liberties and shut down two TV stations critical of the current government. Last week, Honduras cut its political ties with Brazil.
