The number of 16-year-olds with driver's licenses has dropped from half to one-third, according to the Federal Highway Administration.

The states of Oregon, Maryland and Michigan have implemented policies that will prevent undocumented immigrants from obtaining drivers licenses. Only five states – Hawaii, Maine, New Mexico, Utah and Washington – currently do not require proof of citizenship for a driver's license.
