Mexican President Felipe Calderón pledged to ramp up his fight on drug cartels by proposing a new security plan that includes creating a national crime database, increasing penalties for drug dealers and cracking down on criminals who use fake police badges and uniforms.

lol only problem is the cartels will buy out this new department too lol...this is ruff their is no simple solution cause it pains me to say the police force is very corrupt
