The United Nations' International Court of Justice has ruled that the U.S. should delay the execution of five Mexican death row inmates until the world court completes its own review of the prisoners' sentences. The ICJ previously ruled that the U.S. violated the 1963 Vienna Convention by denying the five prisoners access to the Mexican consulate after their arrest.
