The Mexican army has confiscated guns from the entire police force of scenic Rosarito, Mexico, on the Pacific Coast between Tijuana and Ensenada. (One of four Rosarito residents are Americans, many retirees.) Officials suspect members of the Rosarito police to be in collusion with drug traffickers. The Tijuana police were similarly investigated one year ago. According to the U.S. government, an estimated 21 million Americans consume illicit drugs regularly.
