Hundreds of thousands of would-be voters will be unable to vote in next year's election due to a backlog in citizenship applications at the U.S. Citizenship and Immigration Services agency. An increase in the application fee prompted an additional one million applications this summer. Some Hispanic leaders have expressed concern that the delay is motivated by politics: Latinos tend to vote Democrat.
