The White House and U.S. Senate have reached a bi-partisan agreement over an immigration reform bill that could legalize millions of undocumented immigrants. The proposed "Z visa" requires immigrants to pay fees along with a $5,000 fine. Permanent residency would take eight to 13 years and heads of household would be required to return to their home countries before obtaining the visa.
