U.S. President George W. Bush launched a new effort to push through immigration reform legislation which would provide for guest worker visas and expand border security measures. Conservatives have rejected the plan as "amnesty for illegals" while Hispanic and immigrant rights groups object to its emphasis on border enforcement. President Bush made his entreaty in Yuma, Arizona, a state where, in just one year and only on public land, over 205 thousand illegal immigrants were detained.
