Relations between Bolivia and Perú have become strained as Perú granted refugee status to two Bolivian government officials who are fleeing genocide charges. The Bolivian politicians are allegedly orchestrated the killing of 63 protesters by soldiers in 2003. (via Foreign Policy)

Either Peru had no idea who they were at the time or they're just DUMB and don't care! But words to the wise, choose your battles carefully cuz you could end up biting more then you can chew!
