The state of New York is easing its drug laws by moving away from mandatory minimum prison sentences and allowing judges to sentence first-time nonviolent offenders to treatment programs instead. Over the long term, sending drug offenders to treatment is believed to be less expensive than keeping them in jail.

wow! why couldn't do this like years ago!?
they coming up with this idea now >=O
but at least they finally start thinking of doing this!
&& hopefully this helps a lot!

Finally they're learning! Evn though they know how much it cost to keep an inmate in prison they still sending them there for life or x number of years n' they prefer that then rehabilitating them, i guess its cuz we paying for it huh!?
