Just download a program like Skype that allows you make calls to people's telephones or computers.
You can get Skype at Skype.com. After you download and install it on your computer, get a headset or webcam to talk into your computer.
International rates with services like Skype are cheap and if you call another computer with VOIP, the call is free!
